The Prime Minister has instructed me to circulate the

attached material on the subject of the Japanese approaches

for a concession at Macao, which was prepared for the use

of the Chiefs of Staff Sub-Committee.

The Chiefs of Staff have held a meeting on the subject

which was attended by representatives of the Foreign Office

and Colonial Office and it is hoped to circulate their

Report within the next day or two.
